Joshua David Hawley was born in December 1979 in Springdale, Arkansas, but the family soon moved to Missouri. He received an undergraduate degree in history from Stanford University. He moved to London and taught at St. Paul’s School for a year, then returned to the U.S., where he earned a Juris Doctor from Yale Law School. He clerked at the U.S. Tenth Circuit Court of Appeals and served as a law clerk to Supreme Court Chief Justice John Roberts for a year. He entered into the private practice of law as a litigator.

Hawley served as a faculty member of the Blackstone Legal Fellowship. He was elected Attorney General of Missouri and served two years until he was elected to the United States Senate, assuming his seat in January 2019.

He is married to Erin Morrow Hawley, and they have two sons. He is Protestant.

Bipartisan legislation has been introduced by Senators Josh Hawley of Missouri and Dick Durbin of Illinois that seeks to hold companies accountable for harms to children who use artificial intelligence (AI). The Aligning Incentives for Leadership, Excellence, and Advancement in Development (AI LEAD) Act would classify AI systems as products and allow for liability claims for harms they cause.

Senator Hawley stated, “When a defective toy car breaks and injures a child, parents can sue the maker. Why should AI be treated any differently?“

He added, “This bipartisan legislation would apply products liability law to Big Tech’s AI, so parents—and any consumer—can sue when AI products harm them or their children.”
